Becuase the organazation is useless. They were busying smoking dope around some Sequoia in California. What did you expect all of those rich yuppies don't do physical work and would never even think of ever getting there hands dirty. If they did show up they would probably be trying to take a bath in the flood water becuase it would be "cleansing", lol and natural. Useless, just plain useless they are.
