Who can I file a complaint with about a woman saying she was a police officer?
I am in college, 21, and at home for break. My parents aren't particularly fond of my boyfriend so when I go see him I say I'm meeting up other friends. After coming back from the movies, my boyfriend and I are driving around the neighborhood looking at Christmas lights talking and we park behind a car. After a while we turn around and leave and as we're turning around we see the car that we parked behind now has its lights on and is coming behind us. We drive around some more finding it odd that the car (a camaro) is now following us. I turn around in a dead end and as I'm coming out the car following us is, is now facing the opposite direction. The lady pulls down her window and flashes a light at us. So I pull over and pull down my window. And she asks why we are driving around the neighborhood. I flustered at this point say I'm lost and she goes don't lie where do you live? And I said I live in this neighborhood. My foot slips off the break and my car moves a little bit. Then she says "Don't drive away from me. you're talking to a police officer!" Then she asks my age and whether I live with my parents. I say 21 and I'm here on break. Then she asks my address and my parents names. She appears to check on some list and says okay that street is just up ahead. But she pointed in the direction of the dead end I had just come out. So I said that way? And then she corrected herself and said stop driving around the neighborhood! And then I dropped my boyfriend back at his car and went home. I was following all traffic laws. I wasn't doing anything illegal. Did she have the right to do that? She didn't show me a badge or get out of her car. She talked to me from her car. I felt really upset and somewhat hared. If she is neighborhood watch, and a police officer, is she allowed to pull me over in an unmarked car?? If so, why? And if not, who can I complaint to!? I unfortunately did not think quick on my feet and did not get her plate number.
