Why my 2002 grand am 3.4 cyclinder wont start?

when i turn the key all the lights and radio and what not comes up but theres no sound it wont turn over. i got a brand new battery and i tested the starter and thats good, when i jump the starter with a screw driver it turns over but wont start. so im thinkin ignition switch or the computer ( ecu) what yall think
